Default prevent, prepare & protect

like what happened yesterday in taal, an earthquake occured last night, with an intensity of 3 and an aftershock of intensity 2 made them quickly evacuated the said site. With what we have seen in the news lately, it is really a wise decision to immediately evacuate the place but i just wondered kung na alarmahan kaya sila ng Philvocs, may ginawa naman kaya ang mga kaukulang ahensya ng gobyerno sa bagay na to? Third world societies are severely under-regulated for safety. Either they have no laws on zoning of residential and commercial activities, nor environmentally sound building codes. Or, such regulations are routinely violated. For instance, millions are forced to live in unsafe shanties simply because they cannot afford a legal title to secure shelter. They squat and create a slum - using unsafe, sub-standard and filmsy materials, which give way when disasters strikes.
