Environmental compliance certificate (ECC) with a category 4 classification was issued by the Department of Environmental and Natural Resources- Environment Management Bureau (DENR-EMB) in favor of Mr. Ramon C. Angelo, Jr. of Waste Custodian Management (WACUMAN), signed by Lorelyn E. Claudio, Regional Director
August 16, 2006
A Cease and Desist Order was issued by the DENR-EMB against Angelo upon the
petition filed by Mr. Rene Carreon, Assistant Governor for Monetary Division of the bangko Sentral ng Pilipinas (BSP), strongly stating that the property where the proect is located is legitimately owned by the BSP
August 29, 2006
A Techinical Conference was held at the EMB office in San Fernando Pampanga to resolve the issue of the land ownership. Representatives of the local government of Norzagaray, the BSP, and Waste Custodian management were invited to the conference. Surprisingly, the supposed BSP representatives were actually representatives of Carissa Homes Corporation. No real BSP representatives were present during the meeting. Hence, Nothing was resolved since the BSP was deliberately misrepresented.

A motion to Dismiss the CDO was filed by Angelo on the grounds that land ownership issue is outside the jurisdiction of the DENR-EMB, and that irregularities were manifested in the issuance of the said CDO.

Angelo submits a Letter of Intent to Carreon signifying his interest to purchase a portion of the property. A series of negotiations took place between Angelo and rene Carreon of the BSP on the issue of amicable settlement over the said disputed property. An appraisal team was also sent by Carreon to determine the actual value of the property. During one of these meetings, Carreon said in a mild mannered voice, " Talaga itong si Villar, ang laki ng pinalugi sa gobyerno."

After several weeks of waiting, Angelo made a surprise visit at Carreon's Office. It was during this time that Carreon suddenly told Angelo that the BSP shall "return the property to its mortgagor", and about the "friendly Foreclosure" agreement the BSP had with Senator Manny Villar.

Angelo sent a strong letter to Carreon demanding full explanation on what transpired on their failed negotiations, and on the kind of arrangements the latter made with Senator Villar and Carissa Homes.
June 20, 2008
Angelo attended a meeting with the press (Print and broadcast media) in Bulacan. Dino Balbo, reporter for the Philippine Star, called Carreon on his mobile phone for an interview to shed light on the issue. In that recorded conversation, carreon verbally admitted that it was Senator Manuel Villar that was all behind the "friendly foreclosure" agreement with the BSP. Furthermore, Carmela Reyes, reporter of the Daily Inquirer, received a text message from Carreon stating that indeed, the same senator is involved in this issue. In the same text message, Carreon said that "BSP owns the Property..." and that "It is a long story.."
